At the scene, the individual was pronounced deceased. His identify wasn’t made public right away.

Bryant claimed that the shooting was a deliberate strike. Police have further video showing a dark SUV departing the location.

The incident took occurred only a few yards away from Luis Garcia, who claimed that what he witnessed will stay with him for the rest of his life.

It’s like a scene out of a movie. It’s impossible to describe,” he remarked. “I will always be traumatised merely by witnessing him battle for his life.”

When bullets were fired, Garcia had just sat down outside at a restaurant.

“You can only hear gunfire as I keep running. till it comes to an end. When you turn around, you see people running in all directions. You’re at a loss for what to do. You are unsure about who to call. You don’t really know what to do because your heart is just racing,” he added.

News4’s Mark Segraves was at a red light on South Capitol Street outside Nationals Park when he saw a man running and a black SUV driving away from the scene with temporary tags.

It sped into the flow of traffic on South Capitol Street after bursting out of First Street and making some extremely aggressive gestures. I dived down when the car drove directly past my car because I was so sure it was connected to the shooting, Segraves recalled.

If the car in the video is really the one in question, police have not confirmed this. No gunfire is happening right now. The event is being looked into by police as a homicide.
